TERMS AND CONDITIONS FOR USE OF LOS ANGELES SKILLS MATCH

LOS ANGELES SKILLS MATCH WAS DEVELOPED BY THE CITY OF LOS ANGELES COMMUNITY DEVELOPMENT DEPARTMENT, AN DEPARTMENT OF THE CITY OF LOS ANGELES, AS A PUBLIC SERVICE. BY CHOOSING TO USE LOS ANGELES SKILLS MATCH YOU AGREE TO USE LOS ANGELES SKILLS MATCH SUBJECT TO THE FOLLOWING TERMS AND CONDITIONS:

THE STATE OF CALIFORNIA, THE CITY OF LOS ANGELES, THE COMMUNITY DEVELOPMENT DEPARTMENT AND LOS ANGELES SKILLS MATCH ARE REFERRED TO COLLECTIVELY AS 'WE', 'US', OR 'OUR'.

  1. CONFIDENTIALITY POLICY. All the information you provide to us will be maintained in accordance with the confidentiality requirements of Section 1900 of the Unemployment Insurance Act, 820 ILCS 405/100 et seq., and the rules of the Los Angeles Community Development Department. As you enter information into Los Angeles Skills Match the system will indicate information that will not be released to others unless you direct us to release it and information that will never be released. We will not sell or otherwise use for commercial purposes any identifying information about you.
  2. VOLUNTARY INFORMATION; NO WARRANTIES; NO ENDORSEMENTS. All information provided by job seekers and employers has been provided to us voluntarily. We do not investigate or validate this information, nor do we make any warranties or guarantees, express or implied, including, without limitation, implied warranties of merchantability and fitness for any particular purpose, nor do we assume any legal liability or responsibility as to the accuracy, currency, quality or validity, of this information or of the outside information discussed in Paragraph 3 below. Los Angeles Skills Match is provided on a strictly 'as is' basis. We reserve the right to correct or remove, in our discretion, any inaccurate, misleading or inappropriate material which may come to our attention. The inclusion of any information about a job seeker, employer or job in Los Angeles Skills Match should not be construed as an endorsement or recommendation by us concerning that job seeker, employer or job.
  3. OUTSIDE INFORMATION; NO CONTROL; NO ENDORSEMENTS. Los Angeles Skills Match may contain hypertext pointers or links to outside information created and maintained by other public or private entities. These pointers or links are provided solely as a convenience to users of Los Angeles Skills Match. We do not maintain or control this outside information. The inclusion of hypertext pointers and links to outside information should not be construed as an endorsement or ratification by us of the outside information or of the entity providing the outside information.
  4. HOLD HARMLESS; ASSUMPTION OF RISK OF USE. By using Los Angeles Skills Match, you agree to hold us and our officers, employees and agents harmless for any cause of action which might arise as a result of your use of Los Angeles Skills Match. Users of Los Angeles Skills Match assume the risk of use of, and reliance on information provided through, Los Angeles Skills Match. Neither we nor our officers, employees or agents shall be liable under any theory, legal or equitable, for any claims or damages relating to your use of Los Angeles Skills Match, including, without limitation, the viewing, distributing or copying of any information provided through Los Angeles Skills Match, such damages including, without limitation, direct, indirect, special, incidental, reliance or consequential damages, even if advised of the possibility of such claims or damages.
  5. CALIFORNIA LAW AND JURISDICTION. Any party choosing to use Los Angeles Skills Match is subject to California jurisdiction. Except as otherwise provided by law, any dispute, case or controversy arising from the operation or use of Los Angeles Skills Match shall be subject to the laws of California and to the jurisdiction of the courts of California.
  6. EMPLOYERS. The Employment Service is prohibited from taking or referring applicants to an employer when a fee is charged to the applicant. Any applicant referred by the Employment Service to a labor contractor, temporary help agency or a fee charging employment agency is required to make sure the applicant is considered for only the actual openings listed, not be charged a fee for service, not be referred to an employment unit which charges applicants a fee for placement, and results of the referral are reported to the Employment Service as soon as possible. Any private agency using the Employment Service must be licensed.
  7. JOB SEEKERS. The Los Angeles WorkSource Centers have additional job opportunities not listed in the Los Angeles Skills Match (LASM) system. At the top of your LASM registration is a statement "Find WorkSource Center link". Place your cursor or arrow on this link and select. A screen appears. You enter your residence zip code and select. The WorkSource Center address, phone number, fax number, office hours, and managers e-mail address appear. You can visit the WorkSource Center or e-mail the manager requesting you be sent specific job opportunities available in the field you intend to pursue. Individuals who have been convicted on felony charges may not be referred to healthcare positions due to current legislation prohibiting this action.

It is against the law for this recipient, the Los Angeles Community Development Department (LACDD), of Federal financial assistance to discriminate on the following bases:

What To Do If You Believe You Have Experienced Discrimination

If you think that you have been subjected to discrimination under a WIA Title I - financially assisted program or activity, you may file a complaint within 180 days from the date of the alleged violation with either:

  • LACDD's Equal Opportunity Officer, City of Los Angeles Community Development Department, 215 W. 6th Street, 12th Floor, Los Angeles, CA 90014; or The Director, Civil Rights Center (CRC), U.S. Department of Labor, 200 Constitution Avenue NW, Room N-4123, Washington, DC 20210.

If you file your complaint with LACDD, you must wait either until LACDD issues a written Notice of Final Action, or until 90 days have passed (whichever is sooner), before filing with the Civil Rights Center (see address above).

If LACDD does not give you a written Notice of Final Action within 90 days of the day on which you filed your complaint, you do not have to wait for LACDD to issue that Notice before filing a complaint with CRC. However, you must file your CRC complaint within 30 days of the 90-day deadline (in other words, within 120 days after the day on which you filed your complaint with LACDD).

If LACDD does give you a written Notice of Final Action on your complaint, but you are dissatisfied with the decision or resolution, you may file a complaint with CRC. You must file your CRC complaint within 30 days of the date on which you received the Notice of Final Action.
